Welcome John Phillipson welcomed everyone to the meeting and updated all on the past year.

This is the 2nd Annual General Meeting and John has been Chair for the past 18 months, which has been a time for consolidation of what we are about.

In the past year we have moved offices and are now based in the Guildhall on Floor 2 with a new telephone number 023 9368 8149.

In July 2005 we held two open forums on Objectives 2 & 3 the Built Environment and the Natural Environment. Following these forums a presentation was given to Barbara Thompson and other Portsmouth City Council officers followed by a discussion from which 9 points were made which the City Council will follow up. (A copy of the presentation and the resulting minutes are available on the website).

We have found that raising issues and lobbying Councillors and council Officers by letter and e-mail is an effective way of influencing the decision-makers.

A project we did ask Councillors to support was the move of Aspex Gallery to the Vulcan Building at Gunwharf Quays, this was successful and Aspex will be opening at their new location in October this year.

Another issue we raised was the sudden proliferation of advertising boards on roundabouts in the City; we have had some feedback from Cllr Mike Hancock and Dr Julian Lomas.

We noticed that some of the City’s press releases issued relating to public planning and consultation often leave very little time for busy people to reorganise diaries to make time to attend.

We have attended some meetings concerning the development of Southsea Centre and hope to invite Jan Anderson, Landscape Architect to attend one of our Executive meetings in the future.

Peter Wainwright was invited to the ‘City Visioning Workshop’ a part of the City Growth Initiative this was to develop improvement ideas.
Steve Baily, Head of Culture, has proposed to hold a conference in October to revisit the Cultural Strategy and invite those who helped with the Strategy initially. There will be key speakers, Lord Smith, former Minister for Culture and the Lead Officer for Culture in Glasgow. The Cultural Strategy should have the same high profile as the Community Strategy which is now embedded and integrated into PCC thinking to ensure that officers and Members are fully engaged in it’s principles.

John offered his thanks to Jo Bushnell, Emma Wright and Kathryn Denham who have been part of the last year of the Cultural Consortium Executive, but unfortunately could no longer spare the time to continue.

The nominations for re election are John Phillipson, Jonathan Fost, Peter Wainwright, Martin Chalk and Sean Bowman.

These nominations were accepted by a show of hands.

The nominations for election to the Executive were read out, Anne Hutchins, Sally Pulvertaft, Brandon Prince and Stephen Morgan.

These nominations were also accepted by a show of hands.

The Executive committee will elect a Chair, Secretary and Treasurer at the next available meeting.

There were presentations to all by Dr Neil McCaw about the Richard Lancelyn Green Bequest of the Arthur Conan Doyle collection and by Claire Looney, City Arts Manager, about the Public Art Strategy.

There will be a roaming exhibition of the collection from June to September this year with the full exhibition opening next Summer.

Richard Lancelyn-Green was a leading collector of Arthur Conan Doyle memorabilia, he was also a scholar and wrote many books himself.

The collection consists of over 400 boxes that were delivered in July 2005, there are 16,000 plus items with approximately 9,000 books, one of which is a first edition of ‘A Study in Scarlet’ valued at £100,000.

Arthur Conan Doyle was one of the most famous men in the world, he was a political campaigner against miscarriages of justice.

The cultural power of Arthur Conan Doyle and Sherlock Holmes is enormous.

Arthur Conan Doyle came to Portsmouth in June 1802 and lived at No 1 Bush Villas which was bombed in the war. A new plaque will be put into place soon. He was a goalkeeper in the team that eventually became Portsmouth Football Club, although he played under the name of Smith.
The collection is currently squatting in several different locations and hopefully by the end of 2007 it will have it’s own home along with other famous Portsmouth writers.

There will be a small exhibition at the City Museum from 10th June to 24th September some of this collection will go ‘on tour’, as mentioned earlier, the tour will visit local venues including, supermarkets and schools.

Presentation of the Public Arts Strategy.

Over the past 18mths there has been some very successful cross department working.

‘B of the Bang’ is the tallest sculpture in the UK. It was designed for the Manchester Commonwealth Games in 2002. It is made up of 5 legs and stands at a 30-degree angle. It is now outside of the City of Manchester stadium the home of Manchester City Football Club.

The educational spin off was immense. Nottingham used this as part of their ‘A of the Art’ club.

The Arts Council has allocated funding for the Arts Centre to provide seminars to promote Public Art, there were 6 seminars held with officers from the City Council being invited.

As a result on the seminars an internal questionnaire has been completed, this information is still being processed as it was put on hold as a result of the success of the seminars.

The Arts Centre is to employ a part time Public Art Officer, the interviews are to take place by the end of April and John Phillipson is taking part in the interview panel.

Public Arts raises educational standards and involvement by the students and encourages attainment figures.

In June 2005 there was a developers seminar Cllr Hall and Cllr Butler are on the Development Control Committee.

Huge lessons were learnt from the Arundel Street development, we can only learn with each project.

Southsea Precinct Project – there have been two artist led sessions with the public and comments and feedback is still needed, there is still time to have your say.

The meeting was concluded and Linglan Wang play a seven string Chinese instrument called a ‘Gu Qin’ followed by a chance for all to take refreshments and time for networking.
